Mr. Zhang Dejiang, Member of the CPC Central Committee Political Bureau and Chinese Vice-Premier, underlined when visiting CCBN 2010 in the evening of March 23, 2010 that it needs to conscientiously implement State Council¡¯s overall plan to promote Three-net Integration, strive to perform in-depth system reform, strength independent innovation, and promote industry growth so as to accelerate the substantial progress from Three-net Integration, seek the pattern to establish the Three-net Integration mode fitting Chinese national conditions, constantly address the challenge from the people¡¯s increasing demand on material and cultural life, and drive the rapid and sound growth in the economic society.
Zhang indicates that it needs to proactively promote system innovations and two-way entry for broadcasting and telecomm sectors based on the requirements in line with both state and people's interests and scientific principles in order to expedite network upgrading and technical innovations, intensity the development and establishment of qualified market players, strengthen and improve network and information security management, and seek the format to build up the Three-net Integration model matching Chinese national conditions; it also needs to follow State Council-established Three-net Integration objectives, tasks, and policies and measures to promptly develop Three-net Integration trial plan, initiate trial work quickly, effectively manage associated arrangements and implementations so as to ensure Three-net Integration to move smoothly.
